2011-11-04: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their 18th session on Friday, November 4, 2011. During the session:

  • CSEA brought forward a proposal on Article 7, Salaries
  • CSEA brought forward a proposal on Article 8, Health and Welfare Benefits
  • Continued discussion on Article 18, Personal / Professional Growth
  • Reached a tentative agreement on Article 13
  • Continued discussion on Management Rights
  • Established the agenda for the next session scheduled for November 14, 2011

2011-10-28: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their 17th session on Friday, October 28, 2011. During the session:

  • CSEA initiated discussion about Article 7, Salaries
  • CSEA initiated discussion about Article 8, Health and Welfare Benefits

2011-09-16: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their 14th session on Friday, September 16, 2011. During the session both teams:

2011-08-17: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their 12th session on Wednesday, August17, 2011. During the session both teams:

  • Reached agreement on a Reclassification Request Form and Completion Guide to be added to the Appendices
  • Reached tentative agreement on Article 15: Reclassification Procedure
  • Established the agenda for the next session scheduled for September 9, 2011

2011-08-03: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their 10th session on Wednesday, August 3, 2011. During the session both teams:

  • Agreed to change negotiation sessions to Fridays from 10:00 am – 3:00 pm beginning September 2011
  • Continued discussion about Article 15: Reclassification Procedure
  • Finalized Request for Reclassification form
  • Established the agenda for the next session scheduled for August 10, 2011

2011-07-20: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their ninth session on Wednesday, July 20, 2011. During the session both teams:

  • Continued discussion about Article 15: Reclassification Procedure
    (the reclassification process is a complex issue that requires careful discussion and thoroughly thinking through the process, which is why this issue may take several negotiation sessions to complete)
  • Established the agenda for the next session scheduled for August 10, 2011
    (Negotiations will not take place on July 27 due to CSEA Annual Conference)

2011-07-13: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their eighth session on Wednesday, July 13, 2011. During the session both teams:

  • Continued discussion about Article 15: Reclassification Procedure
    (the reclassification process is a complex issue that requires careful discussion and thoroughly thinking through the process, which is why this issue may take several negotiation sessions to complete)
  • Established the agenda for the next session scheduled for July 20, 2011.

2011-07-06: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their seventh session on Wednesday, July 6, 2011. During the session both teams:

  • Reached a Tentative Agreement on Article 9: Hours of Work and Related Matters
  • Began discussion regarding questions on Article 10: Floating Holidays
  • Began discussion on Article 4: Organizational Rights (classified work calendar)
  • Began discussion on Article 15: Reclassification Procedure
  • Established the agenda for the next session scheduled for July 13, 2011

2011-06-29: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their sixth session on Wednesday, June 29, 2011. During the session both teams:

  • Continued discussion on Article 9: Hours of Work and Related Matters
  • Reached a Memorandum of Understanding to establish a procedure affording CSEA Chapter 262 an opportunity to negotiate holidays and the classified work calendar
  • Reached Tentative Agreement on Appendix E: Holidays (2012-13) for CSEA 262 employees
  • Reached a Tentative Agreement on Article 10: Holidays, (Floating Holidays)
  • Established the agenda for the next session scheduled for July 6, 2011

2011-06-15: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their fifth session on Wednesday, June 15, 2011. During the session both teams:

  • Continued discussion on Article 9: Hours of Work and Related Matters
  • Established the agenda for the next session scheduled for June 29, 2011

2011-06-08: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their fourth session on Wednesday, June 8, 2011. During the session both teams:

  • Tentative Agreement signed on Article 2: Terms of the Agreement
  • Continued discussion on Article 9: Hours of Work and Related Matters
  • Established the agenda for the next session scheduled for June 15, 2011

2011-06-01: NEGOTIATIONS UPDATE

CSEA 262 and the District spent most of the day with the full negotiations teams for CSEA 262, CSEA 651, and the District to go through Interest Based Bargaining (IBB) Training. No actual negotiations took place. The training was conducted by the Center for Collaborative Solutions (formerly CFIRE). Negotiators participated in role-play activities to learn how to conduct negotiations using the IBB process. The costs for training were split among CSEA 262, 651, and the District.

2011-05-18: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their third session on Wednesday, May 18, 2011. During the session both teams:

  • Mutually agreed to move Article 18: Personal/Professional Growth and Article 16: Grievance Procedure to the end of the proposed items to be negotiated
  • Reached a Tentative Agreement, to be signed at the next session, on Article 2: Terms of the Agreement
  • Began Discussion on Article 9: Hours of Work and Related Matters
  • Established the agenda for the next session scheduled for June 8, 2011

(Note: The next negotiations meeting will be held June 1 for the purpose of training for Interest Based Bargaining, which will be provided by the Center for Collaborative Solutions)

2011-05-10: NEGOTIATIONS UPDATE

CSEA 262 and the District met for their second session on Tuesday, May 10, 2011. During the session both teams:

  • Finalized "ground rules" for the upcoming negotiation session
  • Prioritized Successor Agreement Items to be negotiated
  • Established the agenda for the next session scheduled for May 18, 2011
  • The teams agreed to prepare and send a joint communication at the end of each session to their respective constituents to report updates on the negotiation process

2011-04-28: NEGOTIATIONS UPDATE

CSEA Chapter 262 and the Mt. San Antonio Community College District began official negotiations meetings today. The first order of business was to discuss and agree to ground rules. Ground rules are important to establishing the format and frequency of negotiation meetings and to prioritize the items we are going to negotiate with the District.

This first Ground Rules meeting was a short meeting, and all the ground rules were not completed, so CSEA 262 and the District will meet again to finish the ground rules. After that is complete, we will begin negotiating the issues themselves.

The most significant agreement reached in the ground rules so far is the agreement to negotiate using Interest Based Bargaining, which is a problem-solving approach to reaching agreement rather than a more potentially contentious and antagonistic "traditional" bargaining approach that often leads to long, drawn out negotiations, lots of drama, and is not necessarily considered the most effecient form of negotiating. It is hoped the Interest Based approach will considerably improve negotiations and allow us to complete negotiations in a reasonable amount of time.

2011-04-13: MOU RATIFICATION VOTE

The 2011 Classified Employee Retirement Incentive was ratified by chapter members on Wednesday, April 13, 2011. Click here to view the attached MOU agreement (PDF).

Please note: CSEA Policy 610 requires that our Field Office review all MOU's. This MOU has been submitted for review and is pending approval by the Field Director.
